When downloading a collection of addons to a dedicated server from the workshop, the server gives up after a certain amount of time.

Sorry, something went wrong. Are you sure? The larger downloads work fine in the client, just not in the server. It seems like the limit is imposed by the server code, not the Steam workshop.
AFAIK this is correct. The client downloads the addons fine, but the server just gives up if it can't download them in time. So that means probably something can be changed in the server code to remove the time limit so it behaves like the client. It seems like it would be something simple to fix.
