When my visitors get a confimation page link, and they go to that page. They can see a download link. What if they copy paste that link and send to others? My pdf file will still be able to download since i am using a permanent link to download file.

This is very circa thinking — not to mention complicating the build and adding costs to your business with secure certificates on hosting etc. Sort of like a teacher giving out a good grade for a final draft of a paper instead of the rough draft. Unfortunately, this is an error we are having trouble duplicating and therefore its hard to figure out how to fix it. What I would recommend is talking to the person that set up your website and maybe they could come up with a solution that best suits your needs. By default, Google Chrome opens a PDF file in the browser window instead of saving it to the downloads folder.
To have PDF files open in the browser again, repeat these steps and select the Preview in Firefox option or Use other option to choose another program. Changing this setting in Safari is pretty straight-forward.
Click on Safari in the menu bar at the top and then click on Preferences. On the Preferences dialog, make sure you are on the General tab.
