If xce doesn't work at all, try JoytoKey. Configure your desired input and it should work. Under advanced settings in options, there is axis mapping for analog sticks. If it doesn't recognise vertical axis you may need to change it to RZ axis.

If your game is installed under Program Files x86 you need the x86 version of xce. For the Steam Library, I'm not sure.
