With infinite enabled, there is no speed actually. Not sure what has changed in Big Sur. It used to work fine. But after I restarted macOS, this problem went back again. I changed the number of max download speed to whatever and it worked again. Same here, the problem is back after restarting, changing the max download speed didn't seem to work this time around. Actually in the Transmission forums people also report issues. Turning on uTP helped there. This method didn't work for me. If it's stuck at Downloading Metadata the only way for it to start downloading again is a reboot.
